
Port of Portland, On-Call Pavement Inspection and Maintenance Services
GRI provided comprehensive pavement engineering services to support the Port of Portland’s three marine terminals, airports including Portland International Airport (PDX), Hillsboro Airport, Troutdale Airport, and landside or industrial facilities. PDX is also home to the 142nd Wing of the Air National Guard. Our work included structural and functional pavement evaluations consistent with Unified Facilities Criteria (UFC), including UFC 3-270-08 and UFC 3-260-02, as well as compliance with ASTM D6433 and D5340 for Pavement Condition Index (PCI) surveys.
GRI performed visual condition assessments and structural evaluations utilizing falling weight deflectometer (FWD) testing, pavement coring, ground penetrating radar (GPR), and subsurface explorations. We updated and managed the Port’s PAVER Pavement Management System, including inventory and construction history updates, deterioration curve calibration, development of PCI deterioration and Maintenance & Rehabilitation (M&R) family models, condition performance analysis, and M&R planning. Our inspections covered approximately 66 million square feet of pavement, encompassing airfields, roadways, parking lots, and marine terminals. GRI also supported planning and programming activities by providing rehabilitation and reconstruction recommendations for asphalt, concrete, and composite pavements on aprons, taxiways, and runways. Our deliverables included tailored maintenance strategies, construction phase support, and coordination with Port staff to ensure integration with long-term asset management objectives.
This On-Call included 27 task orders that included the Ports’ airside, landside, and marine pavement assets.
