Port of Portland, Central Utility Plant Retrofit

Under our current Geotechnical On-Call contract with the Port, GRI provided geotechnical consultation services for the Central Utility Plant (CUP) Retrofit project. The CUP was constructed in the 1970’s and expanded twice in the 1990’s and 2010’s, since then differential settlement of the structure has been observed. GRI assisted the Port with a geotechnical analysis, and recommendations on how to make the CUP structure seismically resilient.
Our project team completed a review of existing information and surveying of settlement data to help evaluate the cause of the settling and develop potential risks to the CUP from nearby ongoing construction. Our scope of work also included providing recommendations on mitigating the CUP settlement and reduction of potential risk from the adjacent Parking Additions and Consolidated Rental Car Facility (PACR).
