NOAA Marine Operations Center - Pacific

In August 2011, the National Oceanic and Atmospheric Administration (NOAA) and Port of Newport held the dedication ceremony for the new Marine Operations Center-Pacific homeport facility in Newport, Oregon.  The facility includes a 1,500-ft-long dock with two access trestles and on-shore office and warehouse structures with footprints up to 150,000 sq ft.  GRI evaluated subsurface conditions at the site with landside and overwater borings in the environmentally sensitive Yaquina Bay.  The deep, soft soil profile at the site required development of multiple foundation design options for the dock, including open-ended pipe piles, precast-prestressed concrete piles, and composite sections to minimize construction costs, account for environmental regulations, and provide adequate vertical and lateral structural support.  GRI provided seismic design recommendations that adhered to the Marine Oil Terminal Engineering and Maintenance Standards (MOTEMS) and current International Building Code standards.  The geotechnical study also addressed liquefaction-related settlement, lateral spreading, and tsunami hazards.  GRI personnel provided on-site observation services and consultation during construction.   In January 2012, GRI and structural consultant KPFF Consulting Engineers received a Grand Award for Engineering Excellence from ACEC-Oregon for their work on this project.
