
Oregon Department of Aviation, Statewide Pavement Evaluation Program
Through an on-call contract with ODAV, GRI has supported the statewide Airport Pavement Management System (APMS), which encompasses 97 public-use airports, including Kingsley Field/Crater Lake-Klamath Regional Airport. ODAV divides the state into four regions, and during the most recent cycle (2023–2024), GRI evaluated 28 airports, all part of the National Plan of Integrated Airport Systems (NPIAS). Our work adhered to the procedures outlined in Unified Facilities Criteria (UFC) 3-270-08 and included developing accurate pavement inventories, estimating maintenance and repair (M&R) project costs, and establishing funding priorities. GRI conducted visual condition surveys in accordance with ASTM D5340 and calculated the Pavement Condition Index (PCI) for each pavement section. All data were entered into the PAVER software, and our implementation services included: Inputting pavement history and inspection data; Creating PCI deterioration and M&R family models; Performing condition performance and M&R planning analyses; Developing prioritized projects for comprehensive pavement management plans; and Generating standard PAVER reports for each airport.
