

City of Corvallis, Pavement Management Program
In 2016, the City retained GRI to implement the PAVER pavement management system. Tasks include database development, conducting an ASTM D6433 PCI survey, network-level FWD testing, developing customized system tables, performing a 5-year budgetary analysis, and providing multi-year project recommendations.
Developing the pavement management database includes importing pavement sections; linking the City’s GIS map; loading relevant work history, (e.g., initial construction, rehabilitation, or slurry seal); inputting unit costs for work types; and inputting maintenance treatment strategies. Network-level FWD testing was performed on all bus routes. The results from the testing were utilized to refine the rehabilitation recommendations at different condition levels. By incorporating a structural analysis into the PMP, we were able to determine a more accurate cost for rehabilitation such as overlays.
