The City of Salem’s construction debris and waste landfill is a former gravel pit located near the south end of the Salem Airport. In 1997, DEQ issued a new landfill permit for the site which included new requirements for phase I and II site characterization and groundwater assessment. GRI completed a phase I site characterization, which included review of previous environmental reports for the site; documentation of existing conditions including topography, meteorology, geology, hydrogeology; water balance calculations; a water-use inventory; and a site-specific evaluation of seismic hazards. GRI completed a work plan for the phase II site characterization, which encompassed a review of previous work; a surface investigation, including evaluation of the four wells and a resistivity study of the former pond area; subsurface explorations; hydrogeologic testing; and environmental testing. GRI subsequently prepared a third-party closure plan and completed a site development plan that addressed landfill operation; conceptual landfill design; leachate management; surface water management; landfill gas management; environmental monitoring; and closure. GRI has provided quarterly sampling and analysis of groundwater and surface water at the landfill since 1999.
